This has been tested in chrome on android.
Go to soundcloud and tick "Request desktop site" from the chrome settings dropdown. This'll allow you to see the real website (rather than the mobile one) but you won't be able to scroll across to the upload button, to do that you'll need to go to settings in the chrome dropdown, then accessibility, and then tick "Force enable zoom" option. You should then be able to zoom/scroll to see the upload button.

This works, I have done it from my phone.
It works because when you request a web page, the browser tells the website some information such as what type of browser they are and where they are running. With the request desktop site option you are basically tricking soundcloud into thinking you are running chrome on a desktop machine so it gives you the desktop content.

Or just downgrade your app to the previous version (0.26) and then share the file to soundcloud. Or get the My Melody Box app, which actually works better than soundcloud for uploading

My Melody Box works and looks so much better than the stock soundcloud app. I don't even bother with the soundcloud app now. Thanks for the recommendation guys!
It is actually better cos you can add tags and descriptions, unlike the official app
