.ogg? Please educate me...

Am I just stuck under a rock somewhere or did I miss something here?
Ok, MP3 audio compression, the industry standard in easy portable most compatible music data right?

So what is .ogg? Is it popular? Is it a Europe thing? My phone does play them, but treats it as a Wav sound and doesn't play from my music library (only plays mp3 in player)

So help an old school ignorant geek here...

Mainly Ogg is an open-source,

Mainly Ogg is an open-source, free alternative to MP3. To offer MP3 encoding or decoding, an app needs to pay licensing fees. I believe the iDevices have a blanket agreement for any app on their device but not Android unfortunately (you can't open source an OS which uses licensed products)
